Vietnam re-elects To Lam as president and names a new prime minister

7 Apr 2026, 9:15 am

The National Assembly of Vietnam re-elected To Lam as president. He is general secretary of the Communist Party of Vietnam. The term runs from 2026 to 2031. The assembly also elected Le Minh Hung as prime minister.

Vietnam is a one-party state led by the Communist Party. The general secretary is the highest party office. The president is the head of state, and the prime minister is the head of government. Holding both the general secretaryship and the presidency concentrates the leading party role and the head-of-state role in one person.

The National Assembly is Vietnam's legislature. In the country's political system it elects the president and the prime minister from the leadership presented to it. A re-election means To Lam was already president and has been chosen again. Le Minh Hung's election makes him the new head of government for the same 2026 to 2031 tenure.

A five-year tenure matches the usual length of a National Assembly term in Vietnam. The report does not give the vote totals. It identifies the two offices, the two officeholders, and the years of the term. No cabinet list is included.

Combining the top party post with the presidency is a choice about how power is arranged at the center. The prime minister still runs the government day to day under that structure. The April 7 votes fill both posts at the start of the new tenure. Further appointments of ministers were not part of this report.

To Lam continues as president of Vietnam through 2031 while remaining party general secretary. Le Minh Hung is prime minister. Both choices were made by the National Assembly. The votes were taken on April 7.
