Armenia's governing party wins as Britain's defence secretary resigns
Preliminary results from Armenia's election gave the governing Civil Contract party 49.8 percent, a parliamentary majority but not the two-thirds needed for a constitutional referendum on a peace deal with Azerbaijan and a restart of border trade with Turkey. Strong Armenia won 23.2 percent and Armenia Alliance 9.9 percent. Prosperous Armenia narrowly missed entry after a later tally of electronic votes.
The day before the vote, investigators arrested six Strong Armenia candidates after the election commission authorized criminal proceedings. The arrests were a legal fight inside the campaign, not a change to the preliminary percentages. Those percentages were what the early count produced.
